Bond Information

Background Information:

On June 3, 2014, voters passed two Bond Measures:

Petaluma City (Elementary) School District Measure E, a $21 million bond issue
Petaluma Joint Union High School District Measure C, a $68 million bond issue  

Funds from the bond issues will be used to improve the quality of education, repair deteriorating plumbing and sewer systems, upgrade inadequate electrical systems, increase student access to 21st-century technology, renovate P.E. fields and facilities for school and community use, and modernize/renovate classrooms, restrooms, and school facilities.  

On September 9, 2014, the Board of Education adopted Resolution 1415-13 confirming the appointment of Citizens' Bond Oversight Committee Members. The Citizens’ Oversight Committee of Petaluma City Schools District (the “COC”) was formed pursuant to Measures E and C for the purpose of actively reviewing and reporting on the expenditure of Measure E and C bond proceeds. The COC is required to advise the public, through at least one report per year which shall be made available on the District’s website, as to whether the District is in compliance.

Role of the COC:

  1. Inform the public concerning the expenditure of bond revenues, and
  2. Actively review and report on the proper expenditure of taxpayers' money for school construction
  3. Advise the public as to whether a school district is in compliance with the requirements of paragraph three of subdivision B of Section 1 of Article XIIIA of the California Constitution.
    1. Provides that bonded indebtedness incurred by a school district for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities include certain accountability requirements.
